Issue details

As I noted in
pulumi/pulumi-oci#685
uv is getting more popular that PR added install instructions to one repo - I would recommend that we add the same change to the boilerplate and other repos cloned from it.

I am happy to take this on otherwise let me know if you would like to handle this internally.
