Package metadata files sometimes update with incorrect date

We have noticed recently that sometimes the package metadata files get updated with a negative date (probably because it is undefined somewhere) when the release process updates the metadata file. This is likely caused by some issue with the registrygen tool and should investigate to see if there is an issue there.
