When loading into Magento 2 only the values that have been changed should be output #19

Description
When running magentoconfigsync load example.yml on a Magento 2 installation all configuration entries in the example.yml will be output, regardless of whether they changed.
This needs to be brought in line with how the Magento 1 adapter works and only output the value if it's changed.
