Add check-entries command #16
Description
When receiving a new PR, this command would be used as a CI check that verifies that all files in that directory satisfy the conditions needed to make purs-changelog update work (i.e. the checklist in the CHANGELOG.d/README.md file).
If it doesn't, it fails with a helpful error message about what needs to be done.
