Define consistent clear labels to use across all purescript-contrib repos #15
Description
While we have the contrb-updater tool and it has the sync-labels command, we haven't yet discussed what labels we want to use and why in a consistent and systematic way.
While working on this, I think we should also keep purescript/governance#5 in mind.
