Theming Menu not showing up in Steam

hi, i am not sure if this is a new issue or if it will be fixed soon, but does this even work on the latest steam version?

This is an image of the Interface area in the settings and there is no skin selection.

I assume millennium doesn't support this. I don't have a computer on me right now so I can't test. I will probably close this issue now
(edit: hopefully the new update releases soon to fix the issues)
