Visual has the wrong color

Describe the bug
Fail/Commit/Target visual is yellow, when it should be green. This happens when the value is directly at the cutoff. For example the target is 2, the last checkin is also 2 => visual is yellow. If the value at the last checkin is 2.1 instead => visual is green.

To Reproduce
Steps to reproduce the behavior:

1. Open OKR tool
2. Add new metric keyresult to some objectiv with baseline 0 and target 1
3. Create new checkin for this keyresult with value 1
4. Observe visual

Expected behavior
The visual is green, if the value is >= as the target value.
