Technical Story: Implement i18n with @ngx/translate

Description

We want to prepare the application to support multiple languages. For this purpose something which enables i18n must be set up. Currently only Swiss German needs to be supported though.

We want to use @ngx/translate, which enables runtime language switching

Acceptance Criteria

• Standard Swiss German is automatically selected
• Standard Swiss German is supported
