Technical Story: Add Help Button

Description

Currently there is no way to link to an external help page, support channel, ...

The help button should look like the one specified in the puzzle-shell repository and should be configurable through the backend with an environment variable/property.

Acceptance Criteria

• There is a help button in the menu bar
• The help button uses the puzzle-shell styling
• The link is configurable through the backend per environment
• There is a check that the configured URL conforms to the most basic standards (https://, ...)
