POLICY: More editor control over reviews #363

Per recent discussion on slack, there are situations where reviewers go dark after an initial review and then do not affirm that all of the requested changes have been made. In these situations, the editor should be allowed to confirm that all reviewer comments have been addressed once the maintainer implements these changes.

More broadly, we should add language to give the editor greater discretion on the direction of the review (ignoring reviewer comments that are too sweeping, closing out a review completely if the maintainer is unresponsive, etc). Want to have some discussion on this issue before adding it to the official policy but at minimum will address the case above since this has come up a couple of times.
