incoming should include changes from projects where you are core

Currently --incoming mode retries changes where you are already added as a reviewer but there are lots of projects where contributors do not know who is core.

It would be better to find a way to also include changes that you can help with, even if nobody added you yet to them.

I am not sure yet how to do this, but clearly is a feature that I would find useful. Open to suggestions.
