Logs do not respect the sampling configuration

At the moment in otel, sampling is provided when you are creating spans, but there is no place to adjust the sampling profile of logs themselves. I found this out when I was fiddling with: #103

We could:

• raise this with the otel sdk itself
• have some workarounds in logfire-rust

Sampling not working for logs seems like a pretty major issue that we should raise with the otel sdk if that's where the bug is
