(UI/UX) Add ability to filter runs by tag, env, metadata, etc.. in the new Annotations UI

### Description

This would make it easy for folks to get at the runs/traces they want to annotate.  I currently have an agent that is used in production and then also called from my evals suite but I only want to annotate the "evals" related traces for a given batch (identified in metadata) ... but I'm unsure how to do that easily.
