General things to do to put together docs

• create simple jekyll theme with logo, etc.
• intro page should link user to pydicom (for working with files/headers) and pynetdicom (for Dicom services)
• The primary content will be pages of Tutorials / Getting Started with dicom. Likely there will be examples that have the user build a "quick start" singularity (or vagrant) image with a bunch of tools, a walkthrough of using pydicom with the dicom-cookies dataset, or other.
