[Feature Request]: Add fractional tunes

Feature Description

In ~2011 Rogelio collected this data with fractional tunes and lumi (outdated lumi for LHC) to make the attached plot:

Possible Implementation

• Find up to date data
• Collect with references
• Create plotting script and add to sphinx-gallery
