Add python 3 builds

Now that we have a pyne PR pyne/pyne#402 that passes all tests on python 3 we should probably add a python 3 build to CI so we can stay on top of compatibility issues.

We should add atleast the conda3 build to our polyphemus setup so we can check PR's for python3 compatibility.

Agreed, both our nightlies and our polyphemus runs should build and test
python 2 and 3.
