Bootstrap Workflows disabled

Hi @ewdurbin , it appears the workflows are now being disabled after 60 days: https://github.com/pypa/bootstrap/actions/workflows/monitor.yml

I've updated get-pip with pip 26.0: pypa/get-pip#244
