Compiler-dependent tests fail on ARM on Windows

After installing Python 3.11b and Visual Studio 2022 on Windows on ARM, tests fail thus. Linking fails with the error:

LINK : fatal error LNK1104: cannot open file 'MSVCRT.lib'
