Things look good for a 3.8 release

Some nice things have happened since version 3.7.1 was tagged. Maybe this is a good time for releasing 3.8?

I noted that there are some stale branches on the repository that can most likely be removed. In particular, I think caw, allow-extra-config, and i48 can safely be removed.

Thanks, indeed it is a good time for releasing 3.8, and I've been meaning to get to it for a while.

I've just commented on #546, which can hopefully go in before release, and maybe #447 as well, if I have time to review it again. In the meantime, I'll start putting together some release notes.
