Can I constrain pip to dependencies in pyproject.toml?

Let's say I have something like this in my pyproject.toml and I want to install all of it, but constrain pip to use the exact versions in [dependencies] (and their sub-deps):

requires = ["hatchling"]
build-backend = "hatchling.build"

dependencies = [
    "fastapi==0.85.2",
    "boto3==1.26.1",
    "fakeredis==1.10.0",
]

[project.optional-dependencies]
tests = [
  "pytest",
  "pytest-randomly",
]
docs = [
  "mkdocs",
  "mkdocs-material",
]
lint = [
  "black",
  "isort",
]
types = [
  "mypy",
]
build = [
  "build"
]
dev = [
  "conversations[tests,docs,lint,types,build]",
  "pip-tools",
  "debugpy"
]

Is this at all possible?

I haven't found a way to do this and this is my workaround, which is really ugly: https://github.com/fredrikaverpil/hatch-playground
