Embedded setuptools wheel vulnerable to CVE-2025-47273

Security scanners are flagging the embedded setuptools wheel (75.3.2) in virtualenv 20.35.4 as vulnerable to CVE-2025-47273. Although we specify setuptools>=78.1.1 in our project, the presence of the old wheel in virtualenv's seed/wheels/embed directory is triggering alerts.

Could you please update the embedded setuptools wheel to 78.1.1 or later?
