Enable Quarantining a Release #19414
Description
Project level quarantine is good, but sometimes we need the ability to place a single release in quarantine state, as a nondestructive operation for a specific release (set of files).
Once quarantined, the release should not be advertised in the index's APIs, and should appear quarantined in the UI for that release and no others.
There should also be methods to surface any releases in quarantine state from the Admin UI, similar to how we show Projects in quarantine state.
Should also include the the admin ability to delete (destroy) a Release, but without prohibiting the Project name.
