Validate each RSS feed in CI

It would be nice to validate and verify the RSS feed periodically in CI, as GitHub Action or something so that we don't have to manually check it.

• add it as CI in PR touching the config.ini file
• add it as a cron job that runs periodically/once a week/month etc
