Update Landscape Entry for TorchRL and TorchData

I noticed multiple PyTorch Landscape entries showing obviously incorrect funding/founded dates (likely a parsing / default-value bug). Two clear examples:

• TorchRL: https://landscape.pytorch.org/?item=modeling--reinforcement-learning--torchrl
  Displays: "Series F: 1922-02-01"

• TorchData: https://landscape.pytorch.org/?item=training--general--torchdata
  Displays: a similarly incorrect funding/founded date

There appear to be additional projects with the same/similar incorrect default date across the site.
