✨[Feature] Support PTQ APIs in dynamo

This work involves adding support for PTQ calibrators in dynamo. The support should be similar to one we have in TS.

1. Enable INT8 precision in dynamo and allow it to accept calibrators.
2. Unify our PTQ calibrators across dynamo and TS
