./install_requirements.sh fails from google colab notebook terminal

🐛 Describe the bug

When trying to install ExecuTorch via a terminal in a Google colab notebook it fails with the following error.

I had faced similar issue with torch nightly installation, I think the its maybe torch link or version compatibility issue. Workaround is to install torch nightly first pip3 install --pre torch torchvision torchaudio --index-url https://download.pytorch.org/whl/nightly/cpu
