What is the problem
Listening Port (TCP and μTP) is not open by qB
What is the expected behavior
Listening Port should be open

I do have created a rule to OPEN my Listening Port in my router
I checked my open ports and found qB is not initializing the ports (TCP and μTP):
nothing happens when I enable UPnP/NAT-PMP - ports does not get initialized
I installed Transmission to check if there is something wrong with my Windows firewall configs
there is Test Port button in Transmission client to check Listening Port is open or blocked
when I click the Test Port button in Transmission with same port, the ports gets initialized/open for qB and Transmission
