Logs? It should say that it starts to watch the folder, or if you get errors.

Did watched_folders.json contain any configuration before restarting qBittorrent?

Does qBittorrent have access to write to the file?

I configured watch folder, and its ok, after restart qbit the configuration was empty. I have 17 qbit, and, all qbits is this way.
