Error occurs when someone is subscribed to ChainSub::onDeactivate
Bug Description
We observed that some relay chain blocks might not end up in onDeactivate, which leads to some data not being cleaned
Steps to Reproduce
Execute KAGOME, subscribe to onDeactivate
Effects of the Bug
Not all finalized and non-finalized leaves end up in the event
Expected Behavior
All leaves are in the event
