Only latest uploaded unapproved version should go into the plugins to review list #256

Feature Description
This plugin has multiple versions, with some already installed, but it is still listed in the plugins to review. This makes it difficult to remember which plugins
have been reviewed prior, and at no point do we approve a lower version of a plugin when a higher version exists.
Would it be possible to filter this list to not to show these plugins? I am assuming we need some logic to check the version number, and if the latest is published, we don't show these in the list of plugins to
approve.
