Issue opening Extend.sln with VS 2017 latest.

I get the following error:

We are trying to use a UWP c# dll that invokes a native component from a Desktop application using drawbridge. It looks like some of the instruction might be old/incorrect for the latest version of the packaging project in VS 2017. For instance there does not seem to be a PackageLayout folder.
