[Bug] `qmk` command not recognized

Describe the Bug

Installed latest release (1.10.0), and qmk is not a recognized command.

This is on the first run:

Second run:

Issue persists even after restarting the computer.

Running on Windows 10

I thought I was alone on this, I'm sorry this isn't more useful of a comment but all I can offer is confirmation of this issue.
EDIT: I am beyond new to this so if this is a bad move on my part, I'm most sorry.
