Toolbox cannot recognize HID devices, and COM Port not found.

Cannot recognize Pro micro 5v keyboard as HID console after plug in and bootload.
can't set com-state for "\.\COM4" OR .avrdude.exe: ser_send(): write error: sorry no info avail showed up
can't open device "\.\COM4": System cannot find the file
COM Port not found. after EEPROM clean

Changed two different computers and cables. Pro Micro are fine
