Adding handle_push_trigger on GitHub Action setup

There doesn’t seem to be a configuration option handle_push_trigger available here for GitHub actions setup like the GitHub App or GitLab Webhook has. Adding one would be useful, and it can remain disabled by default like other setups.

So that PR agent actions can be configured to run on each commit to the open PR.
