Currently when installing rogue (using uvx rogue-ai), if rogue-tui binary already exist, it will not redownload and reinstall it.

We should add a flag --reinstall-tui to force redownloading and reinstalling the rogue-tui binary.

Note: This should only apply to installation; the auto-upgrade mechanism already reinstalls the tui.
