python 3.12 versioner incompatible

With python 3.12, there is an issue with configparser in versioneer.py.

Looks like there is a pull request to fix this, but it has not been applied yet: #137

Plus one on this. This issue blocks people from being able to use the package easily and effectively.

Hey, it seems like Quantopian is no longer maintained so I decided to bundle empyrical with one of my libraries to keep it working. See more here: santoshlite/EigenLedger#128
