Remove workaround in firebase devservice logic once upstream bug is fixed

FirebaseEmulatorContainer contains some workaround logic for a bug in the upstream firebase-tools.

This is bug (and specifically the workaround) firebase/firebase-tools#5903 (comment)

Once this bug is closed, we can remove the workaround logic.

This workaround is introduced in PR #731
