Test and deploy in native mode

We currently deploy in JVM mode, and I'm going to disable native tests, because:

1. In production, we've had problems with jgit; see 6c514e3
2. In native tests, we've had problems with org.fedorahosted.tennera:jgettext; see Use an AlternativeValueBridge for localized fields V2 #71 (comment)

We should take the time to report the problems we've had, especially for jgit since there's a maintained Quarkiverse extension.

Then we should consider whether native deployments would be useful for this project, and if so make it work.
