QInput: Allow to make only selected rules lazy or reactive

At this moment "reactive-rules" and "lazy-rules" props are boolean and they effect ALL validations at once.

Let's assume that I have 2 validations for e-mail field:

1. Validate that it is not empty
2. Validate that it has correct format
3. Validate that it is not using disallowed characters (i.e. characters that are not allowed in e-mails)

I want to validate (1) to be checked only at the moment of form submission, because user may decide to fill e-mail field after other fields and this is not a mistake.
I want to validate (2) after user leaves input field, because I dont want to check partially entered e-mail.
I want to validate (3) in real time because disallowed character can be safely detected in partially entered e-mail.
