Add no-route-dismiss prop to q-select to prevent closing the menu on route change

This can work just like the underlying q-menu component.

We're currently using q-select with the multiple option and toggling individual items modifies the current URL's query parameters. Unfortunately, clicking an option automatically modifies the route and as such closes the select menu so it has to be re-opened every time an option needs to be toggled.
