How to split header into 2 sections?

Hi, I wanna split the header into two sections. The first section is always shown no matter the size of screen. the second on is only shown when screen is bigger than small screen.

However, I cannot make the items in the second section are aligned justified.

resolved the issue. I used q-tab inside q-tabs.
