SSR dev mode should send css to develop with js disabled in browser ?

hi,

currently in ssr dev mode , if js is disabled in browser the page is not rendered properly as css in not available/ sent from server , this defeats the point of developing a ssr , however while in production it works as it should be !

using this command to develop using "Quasar CLI with Vite "

quasar dev -m ssr

can anyone tell me how to enable css ? while js is disabled in browser, while developing ssr ?
