Weird numbering mask issue #18051
Description
What happened?
When I use a mask "04## ### ###", I'm unable to enter "0" as a third character but other numbers are allowed.
But when I use a different mask other than "0" (say, "14## ### ###"), I'm able to enter "0".
What did you expect to happen?
Since the third character in "04## ### ###" is "#", it should allow all numbers including "0".

How to reproduce?
- Go to the provided reproduction link
- Try entering "0" in the input and it won't be allowed
- Trying entering another number and it will be allowed (say "1" and it will show as "041")
