Weird numbering mask issue #18051

What happened?

When I use a mask "04## ### ###", I'm unable to enter "0" as a third character but other numbers are allowed.
But when I use a different mask other than "0" (say, "14## ### ###"), I'm able to enter "0".

What did you expect to happen?

Since the third character in "04## ### ###" is "#", it should allow all numbers including "0".

How to reproduce?

  1. Go to the provided reproduction link
  2. Try entering "0" in the input and it won't be allowed
  3. Trying entering another number and it will be allowed (say "1" and it will show as "041")
