Bug Report: Page loses scroll functionality after closing q-dialog in Safari (macOS)

Description:

After globally disabling the rubber-band/bounce scroll effect, opening and closing any q-dialog causes the entire page to lose scroll functionality. This issue only occurs in Safari browser on macOS (Apple's official desktop browser). Other browsers (Chrome, Firefox, Edge) are not affected.
