Summary

x/nomint is the implementation of the economic model described in: https://medium.com/quicksilverzone/quicksilver-v2-0-evolving-tokenomics-for-a-more-sustainable-future-8a83d7a560b4, which will make Quicksilver a deflationary asset.

Problem Definition

We need to:

• create a new module, x/nomint which takes the place of x/mint. Instead of minting new tokens to emit each epoch, it will take ownership of the airdrop module account, that currently is owned by supply, and remove tokens from this account for staking rewards and participation rewards.
• remove the x/mint module.
• ensure the existing capabilites of the x/mint module are replicated by the x/nomint module.
