Panic when binding to non-wildcard ipv6 on Windows 11

In latest commit, when binding to [::1]:4443 on windows11, quinn-udp panics reporting os error 10022

This command could reproduce:

 cargo run --example server -p quinn -- /

This only appears on windows. Linux/MacOS works as usual

Hmm, I bet the problem is when passing a non-wildcard IPv6 address. I guess we should only be doing this for wildcards; dual-stack when binding a specific address probably doesn't make sense.

To anyone currently impacted, as a short-term workaround you can just use Endpoint::new -- the server/client methods are only convenience short-hand.
