Integrate protection tube and distant control cables

• Add the SIA405 data model classes for Schutzrohr (protection tube / tube de protection) and Fernwirkkabel (distant control cables / cable de contrôl) into the qwat datamodel
• Add qwat_sys.update_last_modified() - ordinary_data/system/02_sys.sql
• Add qwat_sys.generate_oid - oid_generation.sql
• dictionaries table and datatype plantype - 09_qwat_dictionaries.sql
