Weblate: mark terms in single quotes

As suggested by @rffontenelle on the R Contributors slack:

R-related projects tend to surround literal words with single quotes, like 'term', and they normally should not be translated. These are great candidates for a placeholder flag with regexp like placeholders:r"'\w+'" (or maybe a better regexp) in the projects' settings. Once set, failing to translate keeping this placeholder unaltered will pop up a translation check warning, which could be dismissed by the translator in case of a false positive.

In the Catalan team, we have the convention to translate quotes by «...» when they are not part of code indicating a string value. Would the proposed change trigger warnings all over the place? If that's the case, I wouldn't enforce this rule in weblate. The different use of quotes outside the code is a feature of the language and differs among languages.

Let's investigate if the checks can be applied/enforced by language and discuss with the language team leads. I won't have much time to look into this before the R Dev Day, but as it's coming up very soon, I suppose that's fine :) Thank you both!

Unfortunately, I have found no way to make the Placeholder checks language-specific, so I think this can only be solved by a custom check in which we include the language-filter logic. I was already planning to look into custom checks (especially to call R from Python to run the base R translation checks), so might revisit this after that.
