Review r-devel repos for best practices

We have several repos under the r-devel organization (note this organization is a home for community resources supporting contribution to R and not the development of R itself).

Some of these are intended as community-maintained software/documentation projects:

• The R Development Guide
• The CRAN Cookbook
• The R Translations Dashboard
• The R Dev Container

Are these projects following best practices or are there improvements that could be made?

Any suggested improvements could be implemented directly, raised as issues on the respective repos or suggested as comments here for further consideration/discussion.
