mechanism to support raw git repos

`pkgdepends` currently only supports bioc/github/standard, however raw git repos are a valid remote repo. 

We need to get the description file to see if there are any suggested packages, hence, the strategy can be to clone the repo, and manually extract the description file to append any suggests.
